
As Brisbane prepares for the 2032 Olympic Games and responds to sustained population growth, the city is turning its attention to one of its most complex and character-rich precincts – Fortitude Valley.
The Fortitude Valley Sustainable Growth Precinct Plan (FV Plan) will replace the existing neighbourhood plan, which has guided development for the past 15 years. The announcement of the FV Plan follows the implementation of similar strategies across South Brisbane, West End and Woolloongabba.
While still in its early research phase, Lord Mayor Schrinner has indicated the FV Plan will support increased building heights to accommodate housing demand and urban renewal, alongside upgraded public spaces, improved walkability and enhanced connections. This is a notable shift for an area where building heights currently range from eight storeys in James Street, to 20 storeys in the Valley Gateway and up to 30 storeys in the Valley Heart precinct.
The FV Plan also aims to:
· enhance cultural and creative experiences
· protect and celebrate Fortitude Valley’s character and heritage
· support vibrant streets, laneways and public spaces
· boost the 24/7 economy
· deliver thriving precincts and mixed-use communities.
The FV Plan is set out in 4 stages:
1. December 2025 – February 2026: Background research, technical investigations and early community engagement.
2. 2026: Release of the draft precinct plan for community feedback. Council engagement with the local community, businesses and the Queensland Government on the draft plan.
3. 2026 – 2027: Review feedback received during public consultation and finalise plan to incorporate community and stakeholder feedback.
4. 2027: Council and Queensland Government approval of the plan. Adoption and gazettal by Council into City Plan to guide development.
